I want to pause a campaign, ensuring leads are not going out to my advertiser, but I still want to collect leads and don’t want to inactivate the offer. Is that possible?

Yes.  You have total control over whether leads should be transferred in and/or out.  Simply click on the campaign name in the “overview” section, and utilize the “transfer” radio buttons by selecting “yes” or “no”.
